Bayview was founded with the mission of providing safe, quality housing in conjunction with meaningful programs and services, and Bayview's International Center for Education and Arts is a place where children, adults and families can connect, grow and thrive. The Center provides programs and services that are designed to meet the social, educational, recreational, and cultural needs and interests of the community. 

In the early 1970's, Bayview's administrative offices and a small number of social and educational programs and services were housed in one of  the apartment units. The International Center for Education and the Arts was completed in 1985 and a second floor was added in 1996. The Center includes program space as well as administrative offices. 

Bayview's Center is best know for its extensive youth programs, including After School and Summer Camp, where more than 100 unduplicated neighborhood youth are served each year. Other programs include: adult and senior wellness, family engagement, early childhood literacy, food access and resource and referral.

Arts and culture programming are a mainstay at Bayview and over the years the Center has initiated several large scale community-based art projects. Visual arts, music, dance, drama and the literary arts grow learning, creativity, collaboration, and engagement, making Bayview and its residents strong.
